INS-MINTP Partnership: The SEISE Project Analysis Report Approved

As part of the second phase of the support programme for the transport sector, the Government has begun the rehabilitation of the Yaoundé-Bafoussam-Babadjou road (241 km) and the development of the Grand Zambi-Kribi (53 km) and Bogo-Pouss (63.16 km) roads. Therefore, the technical assistance agreement signed between the INS and the Ministry of Public Works (MINTP) consists of carrying out a study on the Monitoring and Evaluation of the socio-economic impacts of the said program (SEISE). It was the city of Mbankomo that served as the framework from April 6 to 8, 2020, for the workshop for the presentation and validation of the Reference Situation Analysis Report of the said study, which began its phase 3. This meeting was attended by 16 participants, including eight representatives of the Institute and nine members of the Technical Monitoring and Acceptance Commission (CSRT). The work was divided into two stages, one dedicated to the presentation of the methodological synthesis and the assessment of the collection; and the other to the presentation of the results of the analysis.

The methodological summary and the assessment of the collection concern the collection of prices, the qualitative survey, the collection of administrative data, the main indicators by type of survey, etc. As for the second presentation, it focuses on points such as the operating costs of vehicles, the rural access index, the average price of transport of goods among others.

After an in-depth examination of the document by the members of the CSRT, observations and recommendations to improve the quality of the said Report, in its final version, were made to the INS team during the exchanges.

It should be remembered that the monitoring and evaluation study of the impacts that is being carried out is divided into 3 main axes. In concrete terms, it is a question of establishing a reference situation before the start of activities; then proceed with a final assessment in order to estimate the immediate effects. The final step is to make an overall assessment of the impacts of the study carried out. This will later make it possible to assess the objectives achieved.
