National Council of Statistics: Mention très bien pour l’INS!

The Minister of Economy, Planning and Regional Development was full of praise for the INS for the efforts made to ensure the coordination of the SNIS.

This year again, and as in the past, Louis Paul MOTAZE, the Minister of Economy, Planning and Regional Development, sacrificed to the ritual; that of personally chairing the National Council of Statistics, organized in Yaoundé on December 14, 2017 at 9 a.m. Punctual, as usual, the President of the Council was, with the DG/INS and his deputy, one of the first to arrive at the event site. And it is finally around 9:30 a.m. that MINEPAT will deliver its speech, only a few minutes after entering the work room. His remarks set the course for the session, whose anchor point was the assurance of the quality of statistical data. In this regard, he said: “The adoption of the draft texts to govern statistical activity in Cameroon, proposed by the National Council of Statistics will enshrine this desire for quality-oriented statistical production.

I take this opportunity to invite you to make use of the many standardization documents available to the system, when carrying out any statistical study of an official nature.” After reading the minutes.

From the previous session, presentations on the implementation of the NSDS2, the monitoring of SDG indicators, the presentation of the National Data Summary Page, the progress of the National Quality Assurance Framework and the various census operations (RGE2, RGPH4, RGAE), were presented. .

At the end of these presentations, MINEPAT warmly congratulated the DG/INS on the PNRD and recommended that this initiative be popularized to as many people as possible. He also encouraged Joseph TEDOU to move forward in the direction of ensuring the quality of statistical data. Following the discussions, the Council recommended that the Technical Secretariat integrate, in the final version of the programme, the activities of all public administrations and institutions. In addition, it recommended that each administration, if any, transmit to the NSI, before the end of 2017, all amendments to the report on the status of implementation of the SNDS2 and on the three-year work programme 2018 – 2020. It also prescribed a mid-term review of the NSDS 2015-2020 in order to update it to take into account the interim strategy paper of the CSDP and the new challenges imposed by the United Nations 2030 Agenda and the African Union’s Agenda 2063. Regarding the draft national report on the baseline of the SDGs in 2016, the Board urged its President to refer the matter to the Government to request adequate funding for the finalization of this report as well as for the production of a synthesis on the baseline situation of SDG indicators in Cameroon. Following the discussions, the Council recommended that the Technical Secretariat integrate, in the final version of the programme, the activities of all public administrations and institutions. The Council then recommended that the Government, through MINEPAT, prioritize the SDGs so that the NSDS, a statistical mechanism for monitoring/evaluating their implementation, in its updating, aligns the statistical activities retained with the government’s priorities. The Council expressed its satisfaction with the efforts to facilitate access to statistical data, thanks to the Open Data platform for the dissemination or dissemination of data, in particular the National Data Summary Page (PNRD) which is accessible from the INS website following the link: http://nso.cameroon.opendataforafrica.org/nsdp. The Council recommended to the Technical Secretariat to finalize, as soon as possible, the technical documents of the CNAQ. The Council urges its President to organize an extraordinary session to examine and adopt all the technical tools and documents, as well as the draft decree to make the application of the CNAQ mandatory in the production of official statistics. .

At the end of these presentations, the Council urged the Government to mobilize the necessary resources for the completion of all major census operations underway. In doing so, he thanked the DGA of Afristat and the representative of Statistics Canada for their support in providing Cameroon with a reliable quality assurance framework. .

Forced to withdraw, given his full agenda, Louis Paul MOTAZE entrusted the continuation of the work to the Secretary General of MINEPAT. Examining the draft decree making the nomenclature of training courses compulsory, .

The SG/MINEPAT opened the floor to solicit comments from all sides. Some have reacted to the wording of the act itself and others to the inventory of the parties concerned. The president of the session nevertheless adopted the draft decree subject to the consideration of the observations. The Council’s work ended at 1 p.m., in a tone of general satisfaction.
