The national accounts have indicators in volume and value to assess the performance of a country’s economy. As a result, they are an essential component of the National Statistical Information System. In December 2018, the National Institute of Statistics undertook a change in the base year of the national accounts from 2005 to 2016. This project has benefited from the financial support2 of the Government through the Ministry of Finance (MINFI) and the Ministry of Economy, Planning and Regional Development (MINEPAT), as well as technical assistance from AFRITAC Centre. This rebasing of the national accounts is in line with the international recommendations for the production of national accounts (System of National Accounts (SNA) of 2008) and the orientations of the second National Strategy for the Development of Statistics (SNDS 2015-2020). In addition to the obsolescence of the old base, the need to update the base year is mainly justified by structural changes in the economy, in particular changes in product prices, the appearance of new products or new activities and the densification of certain branches of activity with the entry of new operators. These structural changes deserve to be integrated into the national accounts, on the one hand, for a better estimate of national wealth and, on the other hand, for better consideration in all macroeconomic and budgetary forecasting models, as well as in models for simulating the impact of economic policies.
