Minister Emmanuel Nganou Djoumessi chaired on October 15, 2021, the work of the16th extraordinary session and the33rd ordinary session of the Board of Directors of the INS.
Upon his arrival in the Board Chamber, the Chairman of the Board of Directors announced the colors of this meeting “it is 9 a.m. on my watch and I hope that we will have completed our work by 11 a.m.” If Emmanuel Nganou Djoumessi wanted to be expeditious, it is because the topics on the agenda obviously lent themselves to it. The only item on the agenda of the33rd ordinary session was the examination of the Amending Annual Performance Project for the 2021 financial year. This collective intervenes at a time when the INS is benefiting, at its request, from the Ministry of Finance with budgetary support for the execution of various maintenance works on its infrastructure as well as for the realization of major ongoing operations. It is therefore normal that at the end of the explanatory memorandum of the Director General, the corrective PPA was adopted by the Board on the basis of the explanations provided by the Administrator representing the Ministry of Finance, in particular on the procedures for managing the funds made available by the technical and financial partners. So there is no need to pull up and down. Duration of the session 15 minutes flat.
The special session will be less likely to be so brief, however, because the review of the organizational chart and its organizational framework, and the budgetary impact has generated a higher level of enthusiasm. The Director General set the context in which the INS would like to implement a new organizational chart. This context is marked by the installation in a better working environment, the implementation of the requirements of the statistical law and the deficit in human resources that the Institute is experiencing. Joseph Tedou added that the involvement of the Permanent Secretariat for Administrative Reform was aimed at surrounding itself with all possible administrative precautions in order to produce quality documents.
Obviously, this objective has been achieved, judging by the satisfaction of the Directors, who did not fail to welcome the approach taken by the General Management of the INS.
The bet also paid off for the PCA, which closed the work at 11 a.m. as announced, without the quality or density of the exchanges being altered.
