{"id":17620,"date":"2023-03-29T15:04:27","date_gmt":"2023-03-29T14:04:27","guid":{"rendered":"https:\/\/ins-cameroun.cm\/statistique\/the-financial-accounts-of-cameroon-2016-2017\/"},"modified":"2023-03-29T15:04:27","modified_gmt":"2023-03-29T14:04:27","slug":"the-financial-accounts-of-cameroon-2016-2017","status":"publish","type":"statistique","link":"https:\/\/ins-cameroun.cm\/en\/statistique\/the-financial-accounts-of-cameroon-2016-2017\/","title":{"rendered":"The Financial Accounts of Cameroon 2016-2017"},"content":{"rendered":"<p style=\"text-align: justify;\"><span id=\"page35R_mcid1\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The National Institute of Statistics<\/span> <span dir=\"ltr\" role=\"presentation\">(INS) presents the first edition of the National Financial Accounts <\/span><span dir=\"ltr\" role=\"presentation\">(NFA) of Cameroon; work undertaken in December 2018 with the<\/span> <span dir=\"ltr\" role=\"presentation\">change of the base year <\/span><span dir=\"ltr\" role=\"presentation\">of the national accounts, which went from<\/span> the <span dir=\"ltr\" role=\"presentation\">year<\/span> <span dir=\"ltr\" role=\"presentation\">2005 to<\/span> <span dir=\"ltr\" role=\"presentation\">the year<\/span> <span dir=\"ltr\" role=\"presentation\">2016. <\/span> <\/span><span id=\"page35R_mcid2\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The work<\/span> <span dir=\"ltr\" role=\"presentation\">benefited from the financial support of the Government<\/span><span dir=\"ltr\" role=\"presentation\">, through the Ministry of Finance <\/span><span dir=\"ltr\" role=\"presentation\">(MINFI), the<\/span> <span dir=\"ltr\" role=\"presentation\">Ministry of Economy<\/span><span dir=\"ltr\" role=\"presentation\">,<\/span> <span dir=\"ltr\" role=\"presentation\">Planning and Regional Development <\/span> <span dir=\"ltr\" role=\"presentation\">(MINEPAT). They also benefited from <\/span> <span dir=\"ltr\" role=\"presentation\">technical assistance<\/span> <span dir=\"ltr\" role=\"presentation\">from<\/span> the IMF&#8217;s <span dir=\"ltr\" role=\"presentation\">Regional Technical Assistance Center <\/span><span dir=\"ltr\" role=\"presentation\">for Central Africa<\/span> <span dir=\"ltr\" role=\"presentation\">(AFC). <\/span> <\/span><span id=\"page35R_mcid3\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The change<\/span> in <span dir=\"ltr\" role=\"presentation\">the<\/span> <span dir=\"ltr\" role=\"presentation\">base year of the national accounts (rebasing) is a normal exercise of <\/span><span dir=\"ltr\" role=\"presentation\">the methodology for compiling national accounts,<\/span> <span dir=\"ltr\" role=\"presentation\">which aims to renovate<\/span> <span dir=\"ltr\" role=\"presentation\">the instrument for measuring <\/span><span dir=\"ltr\" role=\"presentation\">the country&#8217;s economic activity, whether<\/span> <span dir=\"ltr\" role=\"presentation\">are the national accounts. International practice in   <\/span><span dir=\"ltr\" role=\"presentation\">The subject recommends doing this every five or ten years.  <\/span><\/span><span id=\"page35R_mcid4\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The first results of this work were published in January 2021<\/span><span dir=\"ltr\" role=\"presentation\">1, with the <\/span><span dir=\"ltr\" role=\"presentation\">gross domestic product (GDP)<\/span> <span dir=\"ltr\" role=\"presentation\">for 2016 being<\/span> <span dir=\"ltr\" role=\"presentation\">reassessed upwards by 3.6 per cent compared to the <\/span><span dir=\"ltr\" role=\"presentation\">same year on a 2005 basis. <\/span> <\/span><span id=\"page35R_mcid5\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">One of<\/span> the <span dir=\"ltr\" role=\"presentation\">objectives of this<\/span> <span dir=\"ltr\" role=\"presentation\">change in base year was to<\/span> <span dir=\"ltr\" role=\"presentation\">extend the coverage of <\/span><span dir=\"ltr\" role=\"presentation\">Cameroon&#8217;s national accounts to other<\/span> <span dir=\"ltr\" role=\"presentation\">accumulation accounts<\/span><span dir=\"ltr\" role=\"presentation\">, in particular the financial operations account<\/span><span dir=\"ltr\" role=\"presentation\">. <\/span> <\/span><span id=\"page35R_mcid6\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">In<\/span> <span dir=\"ltr\" role=\"presentation\">this context, the INS has benefited from<\/span> <span dir=\"ltr\" role=\"presentation\">three<\/span> <span dir=\"ltr\" role=\"presentation\">technical assistance missions from AFC<\/span> <span dir=\"ltr\" role=\"presentation\">in the implementation <\/span><span dir=\"ltr\" role=\"presentation\"> <span dir=\"ltr\" role=\"presentation\">of the financial accounts prepared according to the 2008 SNA and in accordance with the 2016 base year<\/span><\/span><span dir=\"ltr\" role=\"presentation\">. The  <\/span>The <span dir=\"ltr\" role=\"presentation\">first mission, in December 2020, made it possible to: i)<\/span> <span dir=\"ltr\" role=\"presentation\">process all <\/span> the <span dir=\"ltr\" role=\"presentation\">data sources<\/span> <span dir=\"ltr\" role=\"presentation\">necessary for the preparation of the financial accounts for the <\/span><span dir=\"ltr\" role=\"presentation\">2016 base year; and ii)<\/span> <span dir=\"ltr\" role=\"presentation\">balance flows between the resident institutional sectors <\/span><span dir=\"ltr\" role=\"presentation\"> <span dir=\"ltr\" role=\"presentation\">and the Rest of the World for each financial transaction using a matrix<\/span><\/span><span dir=\"ltr\" role=\"presentation\">s of Qui-\u00e0-Qui. The last mission, in January <\/span><span dir=\"ltr\" role=\"presentation\">2023, helped to finalize the base year<\/span><span dir=\"ltr\" role=\"presentation\">2016 and continue the work for the other years, especially <\/span><span dir=\"ltr\" role=\"presentation\"> <span dir=\"ltr\" role=\"presentation\">the year<\/span><\/span> <span dir=\"ltr\" role=\"presentation\">2017. This work has made it possible to summarize the financial operations account  <\/span><span dir=\"ltr\" role=\"presentation\">for these two years.  <\/span><\/span><span id=\"page35R_mcid7\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The purpose of this report is to make the first draft of data on operations available to the public  <\/span><span dir=\"ltr\" role=\"presentation\">2016-2017 financial statements, with comments.
