ENVIRONMENTAL AND SOCIAL COMMITMENT PLAN<\/strong><\/span><\/span><\/span>
1.<\/span> The<\/span> Republic of<\/span> Cameroon<\/span> (<\/span>the Recipient)<\/span> shall<\/span> implement<\/span> the<\/span> Harmonizing and Improving Statistics in West <\/span>and Central Africa<\/span> Project<\/span>–<\/span>Series of Projects<\/span> Two<\/span> (HISWACA<\/span>–<\/span>SOP<\/span>2<\/span>) (<\/span>P180085<\/span>)<\/span> (the Project<\/span>)<\/span>, with the <\/span>involvement of the<\/span> National Institute of Statistics<\/span> (NIS)<\/span> (<\/span>the Project Implementing<\/span> Entity or PIE<\/span>)<\/span>,<\/span> and in <\/span>association with the<\/span> M<\/span>inistry of Finance and Ministry<\/span> of the Economy, planning and regional developmen<\/span>t <\/span>and other sectoral<\/span> ministries<\/span>, as set out in the<\/span> Financing<\/span> Agreement<\/span> and the Project Agreement<\/span>.<\/span> The <\/span>International Development Association<\/span> (<\/span>the Association<\/span>)<\/span> has agreed to prov<\/span>ide<\/span> financing<\/span> for the Project<\/span>, as <\/span>set out in<\/span> the<\/span> referred<\/span> agreement<\/span>s<\/span>.<\/span><\/span>
2.<\/span> The Recipient<\/span> shall<\/span> ensure<\/span> that<\/span> the<\/span> Project<\/span> is carried out<\/span> in accordance with the Environmental and Social <\/span>Standards (ESSs)<\/span> and this Environmental and Social Commitment Plan (ESCP)<\/span>, in a manner acceptable to the <\/span>Association<\/span>.<\/span> The ESCP is<\/span> a part of the<\/span> Financing<\/span> Agreement<\/span> and Project Agreement<\/span>.<\/span> Unless<\/span> otherwise defined <\/span>in this ESCP, capitalized terms used in this ESCP have the meanings ascribed to them in the referred <\/span>agreements<\/span>.<\/span><\/span>
3.<\/span> Without limitation to the foregoing,<\/span> this ESCP<\/span> sets out material measures and actions<\/span> that the Recipient shall <\/span>carr<\/span>y<\/span> out or<\/span> cause to be carried out,<\/span> including<\/span>, as applicable,<\/span> the timeframes of the actions and measures, <\/span>institutional, staffing, training, monitoring and reporting arrangements,<\/span> and<\/span> grievance management<\/span>.<\/span> The ESCP <\/span>also sets out<\/span> the environmental and social<\/span> (E&S)<\/span> ins<\/span>truments<\/span> that shall<\/span> be<\/span> adopted and implemented<\/span> under <\/span>the Project,<\/span> all of which shall<\/span> be<\/span> subject to prior consultation and disclosure,<\/span> consistent with the ESS, and<\/span> in <\/span>form and substance, and in a manner acceptable<\/span> to the<\/span> Association<\/span>.<\/span> Once adopted, said<\/span> E&S<\/span> instruments<\/span> may <\/span>be revised from time to time with prior written agreement<\/span> by<\/span> the<\/span> Association<\/span>.<\/span><\/span>
4.<\/span> As agreed by the<\/span> Association<\/span> and<\/span> the<\/span> Recipient<\/span>, this ESCP<\/span> will<\/span> be<\/span> revised from time to time<\/span> if necessary<\/span>,<\/span> during <\/span>Project implementation,<\/span> to reflect adaptive<\/span> m<\/span>anagement of P<\/span>roject changes and unforeseen circumstances <\/span>or in response to<\/span> P<\/span>roject performance<\/span>.<\/span> In such circumstances,<\/span> the<\/span> R<\/span>ecipient<\/span> through<\/span> the<\/span> NIS<\/span> and the <\/span>Association<\/span> agree<\/span> to<\/span> update the ESCP to reflect<\/span> these<\/span> changes<\/span> through<\/span> an<\/span> exchange of letters signed between <\/span>the<\/span> Association<\/span> and<\/span> the Recipient<\/span>,<\/span> represented by<\/span> the<\/span> Minister of Economy, planning and regional <\/span>development<\/span> .
