1.1 Project
Description4. The interventions of the Programme for the Harmonization and Improvement of Statistics in West and Central Africa (HISWACA) are designed to assist participating countries and regional bodies in establishing effective and sustainable statistical systems. This will be achieved by ensuring that international standards are adopted and that the most important data sources and indicators are produced to monitor and inform national and international development agendas. In addition to filling the data gap, the Project ensures that countries put in place coherent and complementary statistical subsystems in each domain. The Project also focuses on institutional reforms to improve the coordination of National Statistical Offices (NSOs), while strengthening capacity to improve the quality, accessibility and dissemination of the data collected. 5. The development objective of the Programme is to “Improve the statistical performance of countries, regional harmonization, access to and use of data, and strengthen the modernization of the statistical system in participating countries.” 6. The first project (SOP 1; P178497) supports the following West African countries: Benin, Guinea, Guinea-Bissau, Mali, Mauritania, Niger, Senegal and The Gambia. In addition, the project supports the ECOWAS Commission’s Directorate of Research and Statistics under the Department of Economic Affairs and Agriculture, the African Union Institute for Statistics (STATAFRIC), to facilitate their coordination and advocacy roles to improve comparability and harmonization of statistics. Its implementation is planned from 2023 to 2028. 7. The second project (SOP 2; P180085; The Project covers 3 Central African countries, namely Cameroon, the Central African Republic, and Chad. In addition, the Central African Economic and Monetary Community (CEMAC) will be supported as a regional organization. Support to CEMAC will include support for its regional school of statistics, the Subregional Institute of Statistics and Applied Economics (ISSEA). The implementation of the Project is planned from 2023 to 2029. It is this Project that is the subject of this CGCPGMO.
