The main objective of the training of trainers is to allow for an update and harmonization of the knowledge, practices and understanding of the concepts of all those involved in the training of investigators and controllers.
Specific objectives:
Specifically, it aims to:
- allow a good understanding of the issues at stake in the survey in relation to the expectations of the various users and partners;
- provide basic lessons on the methodology and conduct of a survey on household living conditions in general and ECAM4 in particular;
- provide basic teaching (theoretical and practical) on CAPI;
- provide adequate tools and teaching capacities for a proper handling of the training of investigators and controllers in the regions;
- harmonize instructions across survey areas, as well as methods and procedures for field data collection.
EXPECTED RESULT
At the end of the training of trainers, participants should be able to:
- to understand the challenges of ECAM 4 in relation to the government’s objectives in terms of poverty reduction;
- understand and master the structure, the roles of the stakeholders, the notions, concepts and procedures contained in the technical documents that are the general methodology document, the collection methodology document, the Main Questionnaire, the Questionnaires of sections 13, 14, 15 and 16, the Manuals of the Interviewing Officer and the Controller (including those of the CAPI), the nomenclature document, the awareness-raising document, the methodological document and the price section survey sheets;
- understand and master the procedures relating to the recognition of a ZD, the identification of sample households in the ZDs, and the administration of the various questionnaires;
- master the techniques for checking completed questionnaires, as well as the selection criteria for interviewers and controllers;
- ensure the training of controllers and investigators, as well as the supervision of the operation at the regional level;
- ensuring the physical and financial management of the investigation, and maintaining financial records in accordance with the instructions received.
The participants in this workshop were made up of the officials and executives of the National Institute of Statistics involved in the preparation of ECAM 4 and the managers of the Public Finance Reform Support Program (PARFIP).
The workshop was held in Kribi from 22 to 30 July 2014.
